Reform of Vocational Education

The Reform of Vocational Education (RoVE) includes key changes that will create a unified vocational education system.

The Reform of Vocational Education (RoVE) is promising more support for people while they’re training. Workplace-based learning, like that supported by Primary ITO, will have a central role, with regional, sector and skills leadership helping to guide people to get the right training, in the right place, at the right time.

Primary ITO will join Te Pūkenga 

Primary ITO formally joins Te Pūkenga, New Zealand’s largest tertiary education provider, in October 2022. Te Pūkenga will become a unified network of all New Zealand’s industry training organisations (ITOs like Primary ITO), regional polytechnics and institutes of technology. Learners will have a smoother learning experience

Primary ITO joining Te Pūkenga is part of the Reform of Vocational Education (RoVE). These reforms aim to create a system that better meets the needs of learners and employers. The Government has promised that learners will be able to continue and complete their qualifications during the reform.  

Over time, the change will give learners a more seamless way of blending on-the-job training, classroom and online work.  

We will continue to be responsible for workplace training 

We will operate as a standalone business unit within Te Pūkenga. We will have the same staff, services, programmes and locations up and down New Zealand. 

We will also remain responsible for the workplace training of all our current industries, from agriculture and horticulture, to food processing, rural servicing, animal care, seafood, equine and everything in between.
